The traditional battle of the budget opens today with the first in a series of City Council hearings on Mayor Nutter's five-year plan.
Also on the agenda today is the capital budget, which Nutter didn't talk much about when he first introduced his spending plan Feb. 7. Nutter is proposing to spend $121 million next year - more than twice the amount spent last year and the most since 2002.
Major expenses include a new $21.4 juvenile facility (apart from the new Youth Study Center planned for West Philadelphia); $13.5 million for police facilities, including a new $5 million SWAT/bomb training center, $3.5 million inimprovements to the police training center and warehouse, and $5 million in general improvements to police buildings; $5.8 million for fire building improvements, and $10.4 million for the Free Library.
The Council meets as the Committee of the Whole at 10 a.m.
