Suspected intoxicated driver kills I-95 pedestrian

Augustine Bangura, 27, of Philadelphia, was arrested on homicide by vehicle and driving under the influence charges, police said Sunday.

Adam Herr, 24, of Lebanon, Lebanon County, was struck about 10:25 p.m. on the southbound lanes of I-95 near the Vine Street Expressway, police said. He was pronounced dead on arrival at Hahnemann University Hospital.

Bangura, who remained at the scene, was driving on a suspended license and Trooper Dennis Harding observed a "strong odor of burnt marijuana" on Bangura and inside his vehicle, police said. Police did not identify the make and model of the vehicle.

Bangura's eyes appeared glassy and bloodshot, and he failed a series of field sobriety tests, police said. Results of a blood test were not available.

Charges were filed in Philadelphia Municipal Court, but information was not immediately available Sunday on his bail.
